You need to check fuel pressure and for injector pulse. You need to see at least 30 psi.Not enough fuel pressure, injectors will not fire(spray). And you need to see the injectors pulsing. If the injectors are not turning on and off then it won’t matter if you have good fuel pressure. Use a tester to confirm this. Here is one if you don’t already have one.
