Could be an issue with the Body control module needing to be reprogrammed. The horn button may be a bit too sensitive and need replaced. Or a damaged Steering control module(in steering wheel)

The transmission range sensor(neutral safety switch) is located on the left side of the transmission on the 2.4L 2010 Dodge Journey.
