The fuel sending unit is located in the fuel tank and most likely sticking but if the fuel level is close to being low, the light should come on and may go back out as the fuel moves when start to drive and shuts off the light. If this happens after you have filled the tank with fuel, then I would determine the fuel sending unit is faulty.
