What causes the OBD 2 scanner not to be able to link to the vehicle on a 2004 ford crown vic 4.6 liter?:

  1. There is one fuse that will create this problem. Fuse #105 30Amp. The fuse is normally hot at all times(should show battery voltage).

  2. the plug in has power, but the scanner is reading unable to link to vehicle

  3. Does the #105 fuse have battery voltage? You either have a blown fuse or bad connection or bad scanner or bad PCM. Let me get you a wiring diagram…
