The vent tube is the outside of the fill hose. On the inside is another hose that is the fill tube and inside of that fill hose is a check ball to help prevent gas fume leaks and and added benefit, to keep people from stealing your gas. If the inside hose is punctured it may cause the issue you are having.
You can try using a wooden dowel rod and make sure there are no obstruction in the way inside the fill neck. (you know, to make sure someone didn’t put something in there)
