The wet road sign on the dash board comes on sometime even when the roads are dry. Then it slows the jeep down to about 30 miles it seem like the jeep is running out of gas. Very scary especially after I’ve been driving on the highway do 65 per mile. Also my seat belt light stays on

The wet road sign equates to Traction Control. Most likely a speed sensor(ABS Sensor) is failing and causing the vehicle to think one of the wheels are slipping. You will need to have the codes pulled with a scan tool to determine the exact issue and help narrow down the location.
As for the seat belt light staying on, the sensor inside the seat belt latch may be going bad or something is stuck down inside it… maybe a dime or tooth pick, etc,
