If the vehicle has been in a wreck, I would look at the damaged areas first.
If you were wanting to check this out for yourself, I would start by jacking up the front end and use support jacks(refer to your owners manual for safety). Test to see if it is still hard to turn. If yes, then you will need to disconnect the steering components and test again until the issue is located. You could start with disconnecting the tie rod end on one side and then the other.
