electrical problem blower motor runs car on or off and wondering where to start if there is a hot line in the control or if a short the fuses all removed and the motor still runs where do I go next please Jeff

A short is possible. Power is supplied to the blower motor speed controller on the red wire that comes from the BATT Main 4 Fuse 10A int he under hood fuse block.
Use the diagram to trace the power to see if there is a short.
