HEAT!
Doesn’t matter if it is a stubborn bolt or a stuck pulley, apply some heat and it’ll come right loose. I use a set of cutting torches and heat the top of the bolt cherry red and it cause the bolts to free right up. Will work for the pulley too. Make sure the center crank bolt and the 4 pulley bolts are removed. Sometimes a hard tap with a RUBBER hammer is enough but when it isn’t, heat the pulley with a propane torch. Just go around in circles close to wear the bolt holes are and after a minute or two, tap it off with the RUBBER hammer. DO NOT use a metal hammer or damage to the pulley will occur.
