I have replaced my seat belt because the other seat belt wouldn’t lock and it did not fix the seat belt alarm from going off and now it goes off constantly is it OK to cut the seat belt wire under the seat would it effect anything else?

Cutting the wires would be a waste of time and it would not make the alarm go off. The seat belt switch works by the belt completing the circuit. So you would need to connect the two wires in order to make the alarm go off as a temporary measure. The switches are all integral in the Air Bag Restraint Systems Control Module. What are inside the seat belts are just contact points.
