lights will not turn off

I have a 2000 Olds intrigue. When I turn my car off ALL the lights stay on, headlights and interior lights. I have to unhook the battery and hook it back up for them to shut off. Any ideas what could be causing this and is it a expensive fix? Is this something I can fix on my own?

Most likely reason for this issue would be from a sticking relay.
